Shelter Cove Resort Improvement District Approves Fee Increases, Postpones Tax Measure Hearing

The Shelter Cove Resort Improvement District Board approved amendments to its fee schedule, including a new backflow prevention device testing fee, and postponed a public hearing on a proposed tax increase. Several other updates on district projects and finances were also discussed.

The Shelter Cove Resort Improvement District (SCRID) Board held its monthly meeting on July 17th, addressing a range of issues impacting residents. Key decisions included the approval of amendments to Ordinance Number 69, impacting fees, and the postponement of a public hearing on a ballot measure seeking to increase taxes.

Board members Rick Peterson, Tracy Hood, Tina Evanson, and Michael Miller were present, along with at least one remote participant. A significant portion of the meeting focused on amending Ordinance Number 69, the Administrative Rate Schedule for Miscellaneous Fees and General Rules. The most notable change was the addition of a $90 annual fee for backflow prevention device testing. This fee, according to the board's discussion, is intended to cover the costs of staff time, training, and materials for the mandated annual testing. The board also voted to remove renter deposits from the ordinance.

Public comment included concerns raised by a resident regarding trash pickup in Scapoose, the need for road funding, and the inoperability of a kiosk at the golf course during the Fourth of July weekend. The commenter also expressed concerns about the financial burden of maintaining the golf course and the time commitment of volunteers.

Following public comment, the board unanimously approved the amendments to Ordinance Number 69. Other routine business included the approval of the minutes from the June 18th meeting and the consent calendar. The board also received updates on various projects, including the Parks and Recreation Committee's work on the district's strategic plan and the progress of grant applications. A report on the recent Fourth of July celebration was also provided.

One of the most significant items on the agenda was an update on the ballot measure aimed at increasing the special utilities improvement and operations tax. The board reviewed a drafted resolution to place this proposal on the June 7th, 2026, statewide ballot. However, the public hearing on this measure was postponed to September 18th to allow for sufficient time to mail out notices to residents. The deadline for sending out these notices is August 4th, but due to newspaper publishing deadlines, they will be sent out during the last week of July.

Additional announcements included the availability of the SoHum Health mobile medical unit at the clubhouse the following day. The board also discussed various ongoing tasks, including a cost analysis comparing the original and amended plans for Ordinance 69, securing additional funding for clubhouse repairs, and working on the closeout process for the audit of fiscal year 2021-2022.
