Rio Dell City Council Addresses Drainage Issues, Budget, and ADU Regulations
Rio Dell, CA – The Rio Dell City Council convened on September 16th, 2025, for a meeting addressing a range of issues impacting the community. Four of the five council members were present, with one participating remotely. The meeting, lasting approximately 33 minutes, covered several key agenda items and public comments.
The meeting opened with a proclamation designating Constitution Week, September 17th-23rd. A representative from the local Daughters of the American Revolution chapter accepted the proclamation.
Significant attention was given to resident concerns regarding drainage issues on View Avenue. Residents voiced frustrations about inadequate drainage, exacerbated by recent water line replacements. They proposed solutions, including the installation of a collection box or a small curb to redirect water flow. The council agreed to add this issue to the agenda for the October 7th meeting and schedule a site visit.
Financially, the council unanimously approved Resolution No. 1649-2025, allocating $23,326.26 for the purchase of four new, shielded traffic signs from All Traffic Solutions, Inc. A police department representative reported that the initial four signs installed earlier in September have already resulted in over a 50% reduction in vehicle speeds in the targeted areas. These signs are movable and can be relocated as needed.
In other business, Ordinance No. 418-2025, amending the city's accessory dwelling unit (ADU) regulations to comply with state-mandated changes under SB 1211, was also unanimously approved. This update reflects the state's ongoing efforts to increase housing options.
Public comment also included a request from a local cannabis cultivator to consider lowering cultivation taxes due to market challenges. The council did not take action on this request during the meeting.
Looking ahead, the council announced a concert in Davis Street Park on September 27th, from 1:00 PM to 9:00 PM, featuring a band that previously played at Wildwood Days. Additionally, a Citizens Advisory Committee meeting and a Redwood Trail meeting were scheduled for the following days. The council also noted that the appraisal for the Davis Street Park land is pending and that the Pacific Gas and Electric project on US 101 is anticipated to be completed by October 27th.
The next City Council meeting is scheduled for October 7th, 2025, where the View Avenue drainage issue and Davis Street Park lot lines will be further discussed.
