Humboldt Bay Harbor District Addresses Dredging, Offshore Wind, and Billboard Bill
The Humboldt Bay Harbor, Recreation & Conservation District (HBHRCD) held its regular board meeting on June 12th, covering a range of topics impacting Humboldt Bay and its residents. The meeting, conducted virtually, saw Commissioners Norton, Benson, Dale, Newman, and Coleman (President) in attendance and lasted approximately 58 minutes.
Among the key discussion points was the district's ongoing collaboration with the City of Eureka on dredging plans for the Eureka small boat basin and other areas. The Executive Director reported on a productive meeting with city officials, highlighting the cooperative approach to these crucial projects. The district is also actively pursuing reimbursement from FEMA for past dredging activities, according to the Executive Director's report.
In a significant policy decision, the HBHRCD plans to formally oppose Assembly Bill 770. This bill, if passed, would amend Section 52008.3 of the Business and Professions Code, expanding opportunities for billboard maintenance. The district believes this would negatively impact the bay's scenic beauty, and will send a letter expressing its opposition.
Positive developments included the successful completion of the Army Corps nearshore placement demonstration project and the successful inaugural Humboldt Dockside Market. The Executive Director noted the market's positive reception. Further, the district is renewing its Memorandum of Understanding (MOU) with the City of Eureka regarding cruiseships, ensuring continued cooperation on this important aspect of the bay's economy.
Looking ahead, the HBHRCD is actively involved in pre-construction activities for the Humboldt Bay Offshore Wind Heavy Lift Marine Terminal Project. This includes essential groundwork like groundwater level checks and over-excavation planning. The district is also working with Redwood Coast Energy and Vineyard Wind on the project.
The meeting also marked the first meeting of the newly formed Green Terminal Advisory Committee, which will play a significant role in overseeing the environmental aspects of the offshore wind project. The consent calendar, including approval of the May 8th meeting minutes and financial reports, passed unanimously. No public comment was received during the meeting.
