Arcata City Council Honors Retiree, Approves Trillium Creek Development, and Addresses Community Concerns

The Arcata City Council convened its regular meeting on August 20, 2025, covering a wide range of topics that impact the Arcata community. The meeting, held in a hybrid format, saw the council approve a significant development project, recognize the contributions of a retiring city employee, and address concerns raised by members of the public regarding both meeting decorum and several community issues.

**Recognition and Appreciation:** The council began by honoring Brian Kang for his 26 years of dedicated service to the city as a GIS technician and coordinator. A resolution of appreciation was adopted, marking the end of a long and impactful career. One attendee during public comment expressed their gratitude for Kang's contributions.

**Suicide Prevention and Community Events:** A proclamation recognizing Suicide Prevention Week (September 7-13, 2025) was adopted, highlighting the importance of addressing suicide as a public health issue and ensuring access to mental health care for all. The proclamation also encouraged community initiatives aligned with national and state suicide prevention strategies. Separately, a speaker announced the "Arcata Out of the Darkness Community Walk" on September 7th, hosted by the American Foundation for Suicide Prevention (AFSP). Senior Planner Joe McAteer also announced upcoming events including Sanctuary Day at the Arcata Farmer's Market and a celebration hosted by Centro del Pueblo at the Sanctuary Garden.

**Trillium Creek Development Approved:** A key item on the agenda was the Trillium Creek Planned Development Permit. The project, described by Senior Planner Joe McAteer, includes eight residential lots, two of which are smaller in size, and seventeen acres dedicated as conservation easements to protect Trillium Creek and its wetlands. Despite some public comment expressing concerns about the project's cost, the council voted to approve the permit, emphasizing the project's inclusion of conservation easements and its contribution to creative housing solutions.

**Consent Calendar and Police Vehicle Purchase:** The council approved a consent calendar encompassing several items, including the approval of minutes from previous meetings, weekly disbursement reports, the Arcata Community Forest Bike Skills Park project, and the purchase of three 2026 hybrid Ford Police Interceptors for $178,372.44. One speaker did voice concern about the lack of prior public comment opportunities regarding the cost of some items on the consent calendar.

**Public Comment and Concerns:** The meeting included a robust public comment period, with citizens addressing a range of issues. Speakers expressed concerns about recent disruptions at council meetings, urging the council to maintain order. Other comments included support for the council's work on suicide prevention, calls for improved communication, and proposals for designating Arcata as a sister city to Gaza City, a proposal that drew both support and strong opposition during the public comment period. The council members reminded the public of the rules of decorum and the allotted time for speakers several times throughout the meeting.
