Trinidad City Grapples with Coastal Plan Update, Annexation Challenges, and Trail Repairs
Trinidad, CA The Trinidad City Council and Planning Commission convened a joint meeting on April 8th, tackling a range of pressing issues impacting the community. The hybrid meeting, attended by council members, planning commissioners, and several remote participants including Zach Weiner, Inez B, Jackie Tuttle, and Jodi Tito, covered topics ranging from budget considerations to the update of the state's oldest Local Coastal Plan (LCP).
City Planner Trevor Parker led a presentation updating the commissions on several ongoing projects. A key focus was the ongoing struggle to reconcile state and local laws regarding the OWTS Ordinance, a top priority for the city. The meeting also saw the unveiling of new application forms designed to streamline the process.
Discussion around the LCP update highlighted its age and the need for stronger action as permits expire. An amendment focusing on safety and incorporating background studies is planned, to be submitted to the Coastal Commission for review. The council also addressed the complexities of annexation, particularly applications for water service outside the city limits. This discussion emphasized the importance of government-to-government consultations with the Yurok Tribe to address their concerns and understand their requests for enclosure.
The meeting also addressed the challenges of trail maintenance. A partial reopening of the Alexandra Memorial Trail is under consideration, while the Belinda Trail requires repairs and potential closure. Local business owner Zach Weiner, representing Emerald Forest Cabins and the Trinidad extended-stay RV park, voiced his interest in the annexation discussion, highlighting the significant TOT taxes his businesses generate and expressing a willingness to collaborate on planning upgrades and water rights. He also expressed interest in a potential expansion of his RV park.
Regarding budgetary matters, the council anticipates further discussion next month, with plans to explore grant funding to bolster resources. The annexation and LCP discussions are set to continue at future meetings, along with ongoing dialogue with the Coastal Commission. The meeting concluded with the unanimous approval of the agenda.
